Does the image enhancement software like on TV really exist?

Often seen on television shows like CSI and NCIS, take a really poor image and management to dramatically improve. That is, make faces for the identification and registration numbers, etc. .. Typical image editing tools that I have on my PC allows some filtering and enhancing images, but very limited. Are commercial enterprises packages (or shareware) which allow the type of improvement we see on TV?

I'm not sure what you use at home, but you might consider Photoshop CS or a similar program. Some teams know my dell came with a version trial with limited features, but I had to buy the product for the school.
