Extract Tool In Photoshop CS4?

I am currently using Photoshop CS4 but I can’t find where the Extract function is. Based on my readings and tutorial videos, the extract function should be found under Filter. But there is no extract in my Filter. Is there a short cut for Extract tool?

For CS2 it’s Alt+Ctrl+X
