What should I do to buy a rifle in the TC?

I am over 18 years old and I want to buy a .22 Henry Lever Action Rifle (see link below). I've never had a gun before but I have to shoot one in the range can be an exciting hobby for me. Now, I know in CT that to buy a rifle or shotgun, you have to be 18 but I do not know the rest of the steps involved. Some of the questions I have are … 1. Where can I go to obtain documents to own a rifle? Is there a fee? 2. Should I take courses on the proper handeling guns before or after I bought my rifle? 3.
