ISP can charge for going over the limit of bandwidth if you are given no tools to do their own use?

In Canada, I learned that it is illegal that Internet services providers charge extra above the action limit use of bandwidth if not provide the tools to look their own use. Is that true? If so, can you provide some reference? Thanks ~!

I doubt it. If the contract is you pay extra to go by over the limit, but they have to give the software tools, then you probably can. But I have to tell you somehow, or by telephone.
