What kind of tool is used to cut steel?

I have a military issue ammo can and I need to cut several hole in it for a project I am doing. What would be the easiest/best way to cut it?
I was thinking something like a Dremel might do it or possibly a Jig Saw set up with a hacksaw type blade. A cutting torch would be something I wouldn’t have access to nor the knowledge to use. The steel used in these ammo cans is some pretty solid stuff, tough like you know?

or a step drill for up to 1 inch holes:

you’ll need a step drill for sure and a large wrench (unless you get a hydraulic set) for the knock-out, the knock-out has bigger sizes. check the gauge of the steel. i’ve used it on some thick steel, i’ll bet it can do it

knock-outs make perfect holes

cheapest way… hole-saw. a cheap one may cut 4 to 6 holes, then you can smooth it with a rat tail file. (round file)
