Is there a way to cut fabric with heat?

I want to cut swatches of fabric for a swatch book, but I want the edges to not fray. I heard there is a tool that cuts the fabric with heat. Is there such a thing?

You have to be more specific about your “fabric”. Very different answers for polyester or nylon (meltable) and cotton (not) and anything else…
