Photoshop or Gimp……………?

Well . What brushes/or tools do i need to do designz like this

Either of those programs could’ve been used to create those images. It looks like they were made by hand, ie no special features or tools besides brushes and possibly a pattern fill. You can make the splatter effect by duplicating and resizing a circle until you’re happy with the result. It does appear that they did this in a small area, then copied that and moved it around (because the splatter pattern repeats in a couple places) Might be a special brush but it would be just as simple to do it yourself as it would be to find a similar brush.
The first one looks like they used a pattern fill to make the stripes. You can make a pattern by creating a tile-able image, selecting and finding Make Pattern or whatever it says, then using fill with pattern. All the lines look like they were just brushstrokes. The text is almost certainly a special font. Looks like they duplicated the font and moved it a bit and changed the color for a dropshadow effect (or used the dropshadow layer style). The sparkle is probably a special brush. The bar behind the text is just a filled rectangular marquee with adjusted transparency.

Should be pretty easy to duplicate or come up with something better with a little time and patience.
