Level headlights on 1998 Lexus ES300?

HOW?!?!
I am a great googler, but all I come across are ads and crap.
My driver’s side is pointing down and in Chicago winters this is no good. There is a fluid level on top of the headlight housing under the hood and I am assuming that there is a screw that needs to be torqued to raise and lower.
I don’t see where it is and I need a picture or good description plus what type of tool I need to adjust.

It is easy there is a philip screw just turn it and while the light is on face it on a flat surface you will see it move so focus the way you want it. There is 2 screw one goes up and down and the other goes left and right
