other than a multimeter to diagnose a problem with a PC? And what would you do?

One of the most valuable tools is a diagnostic program. Major equipment manufacturers (ie Dell, HP, IBM, etc) all we have available for download from their site. You can also buy or download Diagnostic many places on the Web however, I would not recommend any free software as it receives more frequently than expected. Hope it's helpful!
