Ordered something from website (not ebay) paid via paypal item never received can I make a claim?

I ordered a book from a small company that uses PayPal for their payment option. I ordered it more than 2 weeks ago, the money was taken from my account and PayPal sent a receipt saying I paid, but not the company that I actually ordered from never sent a receipt or an order confirmation. All this week I’ve tried to call the company to no avail they will not call me back nor respond to e-mail. So I’m wondering if I have the same protection as i would had I bought something from ebay using paypal, where they give the buyer back their money if the seller doesn’t come through, or is that only with ebay goods? I could not find this on their site.
