Admin Tools Active Directory

is there any way to log onto a xp client machine as REG USER & run active directory?
I have the admin password…but admin tools isnt show for a regular user…i must find out how to do this for a hw assignment…if theres no way would i have to remote to do so?
Admin tools would NOT show for a regular user, not a local admin. . . you MUST be a domain admin in order to do this. . .
